Why the huge cracks in the U.S. medical system that is controlled and changed? "?

My sister is a nurse working in emergancy room. She speaks of drug addicts who come regularly penniless demanding drugs or "medicine" for their "pain" that could easily be illegitamate, things like that-who have difficulty breathing. Doctors can not refuse by law. The worst is that they are so demanding and getting all these minor things, and in some cases, ease the problems do not exist, or even pay for it. She makes people who have been living in the streets when coould get a job if they, or people who may lose significant weight with just eating healthier and less, but instead are based in hospitals to clean, give them a bed, food and money. We're spending a lot of money these people lazy / drug addicts, there is little room for good honest people who bought insurance for reasons legitimate, but they are not getting the attention they deserve. Why is this the way it is?

Thanks to the Liberals in government U.S.. There is a law that emergency rooms can not turn away patients. Unfortunately, this is one of the many laws without funding. There is no reimbursement by the government. Contact your senators and representatives to say that I believe that the law should be changed. And good luck.
